The St. Joseph Safety and Health Council is a state-certified Offender Management Unit (OMU) which offers screening assessments (Driver Risk Inventory Screening).

What is SATOP

SATOP is for Individuals that have been referred or court ordered to their choice of Missouri SATOP Programs certified by the Missouri Department of Mental Health (DMH), Division of Behavioral Health (DBH).

The Substance Abuse Traffic Offender Program (SATOP) is designed to provide education and treatment for individuals who have been arrested for an alcohol or drug-related driving offense. SATOP helps participants understand the consequences of their actions and promotes responsible decision-making

How SATOP Works

Step 1: Complete Your Assessment (Screening)
Your SATOP level is determined after your initial screening.
You will not know your required level until this assessment is completed.

Step 2: Attend the Assigned Program
Based on your assessment results, you will be assigned the appropriate education or intervention level.

Step 3: Completion Reported
Upon successful completion, documentation is submitted to the appropriate state agency for license reinstatement eligibility.

*You do not need to determine your level before contacting us. Our team will guide you through the required assessment and next steps.

  • Assessments Consist Of:

    • Review of Department of Revenue Driving Record

    • Review of Blood Alcohol Content (BAC)

    • Administration of computerized screening assessment

    • Personal interview with a Qualified Substance Abuse Professional

    • The process is the same no matter which SATOP provider you engage. The assessment costs $375.00 (debit, credit or money order only) which takes about an hour to complete.

    You will receive an email with electronic documents that are required to be submitted at least 48 hours before your SATOP Assessment appointment.

    If your appointment is on a Monday, paperwork must be returned by Thursday of the previous week.

    If the required paperwork is not received by the designated deadline, your appointment may be canceled or rescheduled, and you may incur a $25.00 rescheduling fee.

    What comes next

    Upon completing of your SATOP screening, we provide both in-person and virtual OEP & WIP Classes via Zoom. For more information, please reach out to the St. Joseph Safety & Health Council at (816) 233-3330.

  • There is a $20 fee for all virtually classes.

    A 10-hour education course designed for lower risk consumers in understanding the choices they made that led to their intoxication and arrest. This class is held on a the first weekend of the month. You must call to sign-up for class by the close of business the Wednesday before class takes place.  If you are taking the class over zoom – it must be paid at least 10 days in advance so that the class packet can be mailed to you.  You must be on the screen during entire class time to receive credit.

    Friday - 4:45pm to 10:pm with a 15 minute break

    Saturday - 8:00am to 1:30pm with a 15 minute break

    The service level fee is $200.00.

    * Usually, the first weekend of the month at St. Joseph Safety and Health Council but is subject to change..

  • A 20-hour level of service designed for repeat or high-risk consumers using intensive education and counseling intervention methods over a weekend of structured activities. This program is conducted in a restrictive environment on the third weekend of the month.

    There is a $20 fee for all virtually classes.

    Friday - 5:00pm to 8:15pm *Water cooler, coffee, snacks

    Saturday - 9:00am to 6:00pm *Water cooler, coffee, snacks, and box lunch

    Sunday - 9:00am to 6:00pm *Water cooler, coffee, snacks, and box lunch

    The service level fee is $474.46, plus $6.70 for materials.

    * Usually, the third weekend of the month at St. Joseph Safety and Health Council but is subject to change.

  • REDUCED FEE INFORMATION:

    If you meet the eligibility criteria, you may qualify for a reduced program fee, fee of $256.70.

    To apply for the reduced WIP fee, you will be required to upload the following information into your St. Joseph Safety Council account. (The pictures must be legible!) (Click Here)

    1. Copy of ID (Must be government issued i.e., Missouri ID Card, Military ID, Passport) 

    2. Proof of residency– A piece of mail addressed to you at your permanent address with a canceled postmark.  (Mail sent to you from the Safety Council is acceptable.)

    3. Proof of income

    5. Once uploaded all of the above, please call the office at 816-233-3330 to have your application reviewed and approved.  Once approved, you will receive a promotion code to pay the reduced rate.

    Please note that if you do not submit all required documents, if you do not believe you will qualify for the fee reduction, or if you are not a resident of Missouri, you will be required to pay the full program fee. Additionally, there is a $20 fee for virtual attendance, which must be approved prior to registration.

    If you register for a class and do not cancel at least three days in advance, a $40 rescheduling fee will be applied before you can register for another class.

  • Who choose my SATOP level?
    Your level is assigned after your required assessment. No body else can tell you your level.

    How long does the process take?
    This depends on your assigned level after screening.

    When can I reinstate my license?
    Completion must be reported and processed according to state requirements before reinstatement eligibility.

    Can I take the short class if this is my first offense?
    Not necessarily. Assignment is based on assessment results.

    What happens if I miss a class or appointment? Contact the SATOP Coordinator to reschedule (if applicable).

    Can I reschedule? Yes you can reschedule the assessment or class at your convenience.

    Is it ok to record my meeting or class? NO, recording any meeting, class, or session (including audio, video, or screenshots) is strictly prohibited without prior express permission from the instructor or organization. Unauthorized recording or distribution of any part of a meeting may result in removal from the session and possible dismissal from the program.

  • We offer virtual options for Assessmets, OEP & WIP.

    The OEP & WIP classes have limited spaces available & you will be charged a $20.00 fee.

    When registering for any SATOP Virtual classes you will be required to sign the following agreement.

    Any virtual appointment or class requires access to a computer or mobile device that is compatible with Zoom and Adobe Acrobat.

    **Recording any meeting, class, or session (including audio, video, or screenshots) is strictly prohibited without prior express permission from the instructor or organization. Unauthorized recording or distribution of any part of a meeting may result in removal from the session and possible dismissal from the program.

Payment Information

Payment is required at the time of registration. Only cashiers check, EFT”S, money order or credit/debit cards are accepted.

NO CASH OR CHECKS WILL BE ACCEPTED & NO REFUNDS APPLY!

$25.00 Reschedule Fee if will apply if you don’t reschedule 24 hours in advance.

NOTE: Your appointment will not be held if payment is not made at time of registration.
